Hilary Waters is a real estate broker, builder, and developer with over 20 years of experience helping people bring their wildest homeownership dreams to life. As the Founder of Virtual City Real Estate & Construction, Hilary doesn’t just sell homes—she helps people build futures, guided by faith, strategy, and a deep commitment to service.

 

Hilary holds an MBA from the University of North Texas–Denton and combines business acumen with real-world, hands-on construction experience. She is a licensed Texas REALTOR®, a proud member of the National Association of REALTORS®, the National Association of Black Women in Construction, and an alumna of The Gentleman Builder—a distinction that reflects her commitment to mastering the craft of building from the ground up.

 

Her career spans residential and luxury real estate, commercial projects, renovations, land acquisition, and ground-up new construction. But at the core of everything she does is a calling: to help others build boldly, steward well, and own with confidence. Hilary believes real estate is one of the most powerful tools for stability, legacy, and generational wealth—and she treats every project accordingly.

 

Known for breaking down barriers and simplifying the building process, Hilary educates first-time buyers, families, and investors on how to move from vision to keys with clarity and confidence. She brings together a trusted network of trades and contractors to manage projects from dirt to doors—often reminding clients that while the work is serious, she’s still just a girl playing in dirt, doing what she loves and honoring the gift God placed in her hands.

 

As a woman—and minority-owned business leader, Hilary is expanding into government and municipal contracting, specializing in concrete, foundation, and infrastructure projects—while continuing to serve private clients who want more than a transaction.
